The goal of the game is to order the chips by rotating the rings.
There are 12! = 479,001,600 possible permutations.
Each permutation can be reached from the initial state (can you prove it?)

Some problems for sophisticated players:

There are 15 possible rotations:
T¹, T², T³, T⁴, T⁵, L¹, L², L³, L⁴, L⁵, R¹, R², R³, R⁴, R⁵.
Here T stands for Top, L - for Left, and R - for Right ring.
Indexes ^1-5 stand for the number of 60° clockwise steps.
